Rules governing what content and conduct is permitted on the Dubai marketplace, and how violations are enforced.
1. Purpose
This Acceptable Use Policy ("AUP") sets the minimum behavioral and content standards that all users — whether they are buyers, sellers, brokers, agencies, or visitors — must observe when using the Dubai platform ("the Service"). It applies to every form of user-generated content published or transmitted through the Service: listings, photographs, descriptions, messages, reviews, profile information, and any other material you contribute.
The AUP does not replace or limit the obligations set out in our Terms of Service (/terms), which take precedence in the event of any conflict. Vertical-specific rules (for Property, Motors, Jobs, and Classifieds listings) are set out in the Listing Policy at /policies/listing and are incorporated into this AUP by reference.
By using the Service, you agree to comply with this AUP in its entirety. If you do not accept these rules, you must stop using the Service immediately.
2. Prohibited Content
The following types of content are strictly prohibited on the Service. Publishing, sharing, uploading, or otherwise transmitting any of the following may result in immediate removal and account action.
2.1 Illegal Goods and Services
Content offering, facilitating, or advertising goods or services that are illegal under UAE federal law or the law of any Emirate is prohibited. This includes but is not limited to unlicensed financial products or investment schemes, unlicensed pharmaceutical products, items subject to international trade sanctions applicable to the UAE, and any product or service that requires a trade licence or permit that the listing user does not hold.
2.2 Firearms, Weapons, and Explosives
Listings for, or discussions of, firearms, ammunition, knives above legally permitted dimensions, weapons of any kind, explosive materials, or any component whose primary purpose is to cause bodily harm are prohibited. Exceptions exist for licensed, regulated dealers who have been individually approved by Dubai in writing; no such approval may be assumed.
2.3 Controlled Substances
Content advertising, offering, or discussing the sale, supply, manufacture, or procurement of controlled substances as defined under UAE Federal Law No. 14 of 1995 (Narcotics and Psychotropic Substances) and its amendments is prohibited. This includes precursor chemicals and paraphernalia primarily designed for drug use.
2.4 Sexual Exploitation of Minors — Zero Tolerance
Any content that depicts, promotes, solicits, or facilitates the sexual exploitation or abuse of persons under the age of 18 is absolutely prohibited. Dubai will permanently ban the account holder, preserve all relevant evidence, and report the matter to the UAE Public Prosecution and the relevant law-enforcement authorities without delay. This prohibition admits no exception whatsoever.
2.5 Explicit Adult Sexual Content
Content of an explicitly sexual nature, including but not limited to pornographic text, images, video, or links to platforms hosting such material, is prohibited. The Service is a commercial marketplace accessible by users of all ages.
2.6 Content Harmful to UAE State Security or Public Morals
Content that undermines the security, stability, or unity of the UAE, defames the UAE's leadership, promotes or glorifies activities contrary to UAE public morals or social values, or otherwise violates UAE Federal Decree-Law No. 34 of 2021 on Combating Rumours and Cybercrimes is prohibited.
2.7 Terrorism and Violent Extremism
Content that glorifies, promotes, incites, or facilitates acts of terrorism, violent extremism, or any designated terrorist organisation is prohibited. This includes content that directly or indirectly recruits participants, solicits financing, or disseminates propaganda for such organisations or causes.
2.8 Hate Speech and Religious Incitement
Content that incites hatred, discrimination, or violence based on race, ethnicity, national origin, religion, gender, disability, or any other characteristic recognised under applicable UAE anti-discrimination law is prohibited. Content that mocks, defames, or incites ill-will against any religion or its adherents is prohibited under UAE Federal Decree-Law No. 2 of 2015 on Combating Discrimination and Hatred.
2.9 Counterfeit Goods
Listings for goods that infringe trademark rights — including replica or counterfeit luxury items — are prohibited. The UAE is a signatory to international intellectual property conventions and strictly enforces these rights.
2.10 Intellectual Property Infringement
Content that infringes third-party copyright, trademark, design right, or trade secret rights is prohibited. This includes reproducing photographs, text, or other material without authorisation from the rights holder. 2.11 Gambling Content
Advertising, facilitating, or promoting gambling, wagering, or games of chance is prohibited. Online gambling is illegal in the UAE and the Service cannot be used to circumvent this prohibition.
2.12 Non-Consensual Personal Data
Publishing private personal data of any third party — including home addresses, identification documents, financial account details, photographs taken without consent, or any combination of data enabling identification of an individual — without that person's explicit consent is prohibited. This includes practices commonly referred to as "doxxing".
3. Prohibited Conduct
In addition to content restrictions, the following behaviors are prohibited on the Service:
3.1 Harassment, Stalking, and Threatening Messages
You must not use the messaging or review features of the Service to harass, intimidate, threaten, or stalk any other user. This includes repeated unwanted contact after a user has asked you to stop, threats of physical harm, disclosure of personal information with the intent to cause fear, and any conduct designed to cause distress.
3.2 Impersonation
You must not impersonate any person (including another user, a Dubai staff member, a government official, or a celebrity), company, or organisation, or represent yourself as affiliated with any entity when you are not, or misrepresent your professional credentials.
3.3 Spam
Sending unsolicited commercial messages to other users (whether through our messaging system, reviews, or any other mechanism), submitting duplicate or near-identical listings, or flooding the Service with repetitive content is prohibited.
3.4 Fraud
Fraudulent conduct of any kind is prohibited. This includes listing properties you do not have authority to rent or sell (phantom inventory), advertising fictitious vehicles, stating false prices to bait-and-switch buyers, soliciting payments outside the platform to avoid our buyer-protection mechanisms, and any misrepresentation of a material fact in a listing or communication.
3.5 Circumventing Technical or Commercial Controls
You must not attempt to: bypass account bans or suspensions by creating new accounts; circumvent rate limits, anti-scraping measures, or other technical security controls; exploit bugs or vulnerabilities for personal gain; reverse-engineer the Service for purposes unrelated to your personal use; or resell access to the Service in any manner not authorised by Dubai.
3.6 Automated Account Creation and Scraping at Scale
Creating accounts programmatically, or using automated tools to scrape, index, or bulk-download listing data, is prohibited without prior written permission from Dubai. Reasonable personal use of browser bookmarks and RSS feeds does not constitute prohibited scraping.
3.7 Manipulation of Reviews and Ratings
Posting fake reviews, purchasing or soliciting positive reviews, incentivising removal of negative reviews, or in any way manipulating the rating system is prohibited. Reviews must reflect genuine personal experience.
4. Vertical-Specific Rules
In addition to the general rules in this AUP, each listing vertical has specific requirements. These are set out in detail in the Listing Policy at /policies/listing. All users creating listings must read and comply with the applicable vertical rules before publishing a listing.
5. Enforcement
We investigate all credible reports of AUP violations and take proportionate action. Our graduated enforcement framework operates as follows:
- Warning: For minor or first-time violations, we issue a written warning and may remove the offending content. Warnings are logged on the account.
- Content Removal: The offending listing, message, or other content is removed from the Service. The user may receive an explanation and an opportunity to correct the issue.
- Account Suspension: Repeated violations, or a single serious violation, may result in temporary suspension of some or all account privileges, including the ability to post new listings or send messages.
- Permanent Ban: Particularly serious violations, or a pattern of deliberate non-compliance, may result in permanent termination of the account and prohibition from registering new accounts.
- Law-Enforcement Referral: Where a violation involves criminal conduct — including but not limited to the sexual exploitation of minors, terrorism-related content, or large-scale fraud — Dubai will preserve relevant data and refer the matter to the appropriate UAE law-enforcement authorities without further notice to the user.
Dubai reserves the right to act at any stage in this framework, or to skip stages, based on the severity of the conduct. Enforcement decisions may be appealed via the process described in our Appeal Policy.
6. Reporting Violations
If you encounter content or conduct that you believe violates this AUP, please report it through one of the following channels:
- In-platform report tool: Use the Report button available on every listing, user profile, and message thread at /report.

Please provide as much detail as possible, including the URL of the content in question, a description of the alleged violation, and any supporting screenshots or evidence. We treat all reports in confidence. We do not disclose the identity of the reporter to the reported user.
We aim to acknowledge reports within two business days and to take initial action within seven business days of receipt. Complex cases may require additional time for investigation.
